    By installing an operating system onto it? Installation CD/USB stick is usually bootable.
    You can use software like unetbootin to install OS & make USB stick/HDD bootable.

    Mirror Hard drive

    I want to create a mirror drive of my hard drive with a removable hard drive. Will this drive be boot able ?

    If you just copy files using default system copy, no. You need tool that will mirror the drive including master boot record. For Windows, i think "MiniTool Partition Wizard Free" can be used. For linux, there is "dd" tool and tutorials on how to use it for this purpose.
