If your P2P program wants URL to an ipfilter.dat file, then i was not successfull finding it so i downloaded ipfilter.dat file from https://sites.google.com/site/ircemulespanish/descargas-2/ipfilter.zip which was referenced at http://www.emule.com/emule-server/
and i then extracted the ipfilter.zip and uploaded ipfilter.dat to internetlifeforum.com/files/ipfilter.dat

So if needed, you can use this .dat url do get this IP banlist dated February 6, 2016
