Hi, the IPs in Europe quite expensive, thinking if in africa are any cheap servers and what is the ping in miliseconds to Africa from Europe or USA?

A good one that comes to mind is the IBM softlayer looking glass

It's a looking glass, so you need to first select a softlayer router to ping from, then the African IP address your trying to test :-)
