If you mean programming language? It does not matter i think.
If you mean content management system (CMS), then pick any that allow you to edit title meta attribute, that allow you to use url rewriting so URLs are pretty/seo friendly.
Do not use tag clouds, it is not advised on many seo related sites.

There isnt really a best website platform for SEO. It all depends on how you set up the SEO of the site and the content on the site.

I have used WordPress and it is SEO-Friendly too.

WordPress is great CMS, it is easy to use and it is great for SEO also. WordPress is much easier to use and requires very little effort to manage well. WordPress does require SEO plugins for optimal ratings but it is easily update and customize your WordPress site.

There has many CMS available but i definitely prefer WordPress.
