Is there any video player that can properly stream high quality video files .VOB via HTTP, internet?

I mean i have internet address of the .vob file and i want to add to media player in my Windows and play it. The player must support some caching, ie it has customisable buffer to predownload data..

Is it reasonable to stream .vob file with Overall bit rate 7408 Kbps when my download speed is around 350Kb/s ?
