Note that MEPs should vote first about removal of article 13, and if it is removed, then copyright directive should be delayed into second reading, which i believe means, that it can be further modified. If you wish, you may contact your MEP and ask them to vote for removal of article 13. https://www.europarl.europa.eu/meps/
April 15, 2019 should be held an EU council meeting on agriculture and fishery. It is said the member states ministers may stop the directive here and return it back to next elected EU parliament. Though this is unlike to happen, because this is rather "procedural vote". The Council already agreed, before the European Parliament’s final vote, to the text on which they will be voting. However, this is technically the last chance to get rid of the upload filters. Some states may still vote against the directive.

Copyright directive passed EU council where 19 countries voted for the directive including questionable articles 11(15), 13(17)

•3 countries abstained: BE EE SI
•19 countries FOR
Member states have to implement the directive into their national law within 2 years. Maybe people can still influence how strict the copyright law will become in their country (which will influence how web portals in their country will handle user uploaded content and how big leverage copyright industry will have on local website owners).
