Offshore countries might be probably Russia, Seychelles, Costarica, Panama, Luxembourg, then just add word hosting after country name and Google may tell some companies. But NOTE, that even offshore countries have their own laws and most of them dont allow warez, spam, copyright infringement and similar activities.

Regarding MyVPZ.net, at Myvpz.net i found only word "Offshore" but actually nothing about company location etc. Also VPS plans have strange specs to me.
