It depend what you call bulletproof . There is no true bulletproof , there is offshore ( not sharing customers info , ignoring DMCA or both ) like www.webuzo.net .

Spam is prohobited on bulletproof servers. They can help with some projects. For my pharma project I've rent server in Ukraine in offshore company bpw.sc.
