Windows Android emulator with possibility to run Android apps?

Hello, is there any application for MS Windows which allows running android OS inside it and allows installing apps from Google Play? or installing them any other way?

Im looking for something very lightweight, no high CPU/RAM eater.. Thank you

so far i found following options for running Android OS on Windows:

BlueStack is said to be better & simplier way to run Android on Windows: http://www.bluestacks.com/download.html
Minimum DotNet 2 (NET Framework SP2 +) version is required to be installed. (http://www.oldversion.com/windows/net-framework/)

Install Virtualbox (https://www.virtualbox.org/) and then download an Andorid .ISO image to use in Virtualbox (https://code.google.com/p/android-x86/downloads/list)

I tried Bluestacks before but I didn't like it so I moved to Memu. I've been using it for months without any issues. Also, I've read lots of good reviews about Geny.
