Hi, i think it means alerting search enngines that new blog post was added or alerting SEs that blog exist at all.
For example Wordpress pings by default. One can do manual blog ping here: http://pingomatic.com/ or search: blog ping online

i would copy that old post URL into the above mentioned pingomatic.com or submit it to google thru: https://www.google.com/webmasters/tools/submit-url?pli=1 , also making sure you have that post in your sitemap which you submit in Google webmaster tools

Ping mean to let know other or similar websites about your website or the url you provided to it. If you are using ping-o-matic you will see they ask you to enter the url and below on the page there are some list of websites that you can check / un-check.

I think it won't be big deal ping your blog at such sites. I think its good to ping your blog, it's speeds up the indexed your site by google and it has no negative impact to site even my site running google adsence still din't get banned as i often ping my blog.
