There is any tool for website penalized checker or not, please share some helpful tips ?

You mean SE (Search Engine) penalization?

I have good experience with Google Webmaster Tools. You add site and google should tell you if there is problem why they delisted your site.. Also Pagerank drop to pagerank 0 can tell you there is a problem. Then its good to study so called "Google Webmaster Guidelines" (https://support.google.com/webmasters/answer/35769?hl=en) to learn if your site meets it

PS: i dont know any penalization checker tool, but you can add into google search field: site:yoursite.com if it dont output your site, only your site on external sites example, then you are probably penalized by Google

There are having various tools which are used to check the website penalized, the tools are like panda and penguin penalty checker tool, Google web master tool is also best to check the penalized.
