A higher rate gives a potential website higher visitors and ultimately revenue in profit by sales or anything else. Where search engine's purpose is to give an exact result that people are looking for.
The search engine uses some Algorithm by which the best result shows to the viewers. Like keyword, now some websites use keyword stuff or lots of keywords by which they can rank in SERP. So Serch engine considers this activity as spammy or unethical.
