It means modifying website content / source code so SE (search engines) like google can read it. That is onpage SEO. Another - blackhat SEO is offpage, it is manually creating backlinks to a website. Google disallow this linkbuilding and trying to penalize websites that have manually built backlinks to them.

Whoaa, you're using anchor texts in your signature and don't know what is SEO? hhmm seems strange.
