That is not Black hat SEO. It is called Negative SEO.
The only way I know of that solves the problem is,
Collect the web addresses that bad sites and have links pointing to you and submit that sheet to Google Search Console and tell then that you disavow such links.
These steps would be more than enough to solve this problem.
if it's not created by you, disavow them using Google webmaster.

Doorway pages
Keywords stuffing
Link farming
Hidden links
Duplicate URL
Link Schema
Article spinning
If your website has spam backlinks then you can disavow them using the Google disavow tool.
