What is referrer spam?

I think that it is ineffective technique to increase ones website traffic by setting up a robot which visits thousands or millions domains having a referrer set to a website one want to promote.
That way admins of the visitted websites will see this bot visit in their visitor statistics and they will see also referrer URL and they may visit such URL and it is the target of the spammer.
