It is possible thru the expensive software VMWare. Or OpenStack https://ask.openstack.org/en/question/79237/can-i-have-vps-based-cloud-with-openstack/
Yes , you can create cloud set up using VPS however resources will be the issue if at all you able to sale few instances on the cloud that you have designed.
