    by "topical" i expect you mean "on topic", because that would make sense if ones domain is linked from a webpage/article that is on similar topic. Maybe google gives more weight to such a backlink, do not know..

    topical significance is essentially utilized related to backlinks (approaching connections). Sites that convey comparable content are said to have topical importance. Backlinks from sites that are topically important have more effect on a site's situation in query items than backlinks from locales that are not related.

    Backlinks from websites that are topically relevant have more impact on a website's position in search results than backlinks from sites that are not related. ... With unrelated links there is a high probability that they have been paid for or included for the purpose of improving a site's position in search results.
