Try to download x86 or x86-64 (depends if your window is 64bit or no) .exe at https://python.org/downloads/windows
And launch it:

tick the PATH option and install it. Share if you face any problem. If you face error, google the error.

To run some python command:
1) try Windows key + R
2) type: cmd
3) enter key
4) copy or type the command to execute and then mouse right click to paste it inside black command line window
5) enter to execute
