Probably you are using some MySQL manager like PHPMyAdmin on local server. So you need to use it, Export tab, to export your mysql database of the wordpress. Then in cPanel, you can go to Backup section and restore mysql backup. Also you can go to MySQL databases section in cPanel to create new database and then access PHPMyAdmin in cPanel to import database.
