i would like to know that What are the key aspects of Penguin update? tell me ..

As I heard the google penguin change its algorithm so that it can operate in real-time. In this case, the newly created backlink/content will be checked pretty quickly.
In the past, excessive backlinks can give good results and it needs even months for the rank to reduce, now backlinks are checked instantly.
It is based on what I was told though so I cannot 100% sure that's everything.
