Despite having good Internet connection I still have poor latency. What can I do to reduce this or is it really in the hands of my ISP provider?

Do You use Windows?
1. Do Ctrl+R
2. write: cmd
3. hit Enter key
4. write: tracert domainOrIPToWhichYouHaveHighLatency
5. hit Enter key

It should show you table of the hops/servers from your computer to the destination webserver or IP along with latency in miliseconds.
According to that, you can see where on the path is the highest latency, if it is your ISP, if it is your region, country, etc.

Ask other people who have different ISP to show you their traceroute to same destination so you can compare.

There are a number of factors that can cause high latency. To name a few, heavy internet traffic at the time, congested/overloaded routers on the way to the target machine, low quality/inadequate bandwidth are the most common causes.

Network latency is an expression of how much time it takes for a packet of data to get from one designated point to another. In some environments (for example, AT&T), latency is measured by sending a packet that is returned to the sender; the round-trip time is considered the latency.
