I don't think so that link building is not effective as earlier. In fact, there is a small change which i feel, in old days, all types of links are working good but now only relevant and quality links with quality content are working. In the other hand, in old days, there is not too much competition that's why we got SEO campaign results quickly but now the situation is changed due to the competition. Now SEO campaign takes time for providing results.
