If this has already been asked i apologize, I did some searching and could not find it, What is like a standard charge for dedicated IP addresses?

It depends on the country, EU (ripe) can cost like $3/month, US (arin) can cost like $1.5/month.
If you mean IP for home internet, in our country it cost around $5/month.
