In an article or a blog you can use 2 or 3 links on different keywords.

If you add more than 1 link to one domain in one article, i think it can start being risky (google penalty for unnatural links) if majority of your articles are like this, i believe google may recognise this and think that you are trying to manipulate ranking of the sites you are linking to. It may not be truth, that is what i think.

1 or 2 link is sufficient in article, but you need to make sure about relevancy of content.

I think it depends on your article length, If your article have more that 1000 words then you can use 2-3 links with relevancy.
