There is a nice project called WebTorrent (https://github.com/feross/webtorrent/) which allows using Torrent protocol in the internet browser.
One can reduce data transfer by using torrent as a CDN or render webpage from a torrent: https://github.com/retrohacker/peerweb.js
OR share files:
Two users on the internet can establish torrent connection between them (peer to peer / P2P) and share a file.
Here are implementations/tools to share file directly. Try:
https://file.pizza/
https://instant.io/ (Streaming file transfer over WebTorrent)
http://www.p2pdrop.com (MS Windows application based on P2P torrent file sharing)
