Can I include my website address in my signation? Can I use anchor text in signature? Do I need 20 posts before this is allowed ?

I think You need at least 10 posts in order to be allowed using signature and you can promote your website in it also use anchor text, yes.
You may see other users signatures, how many posts they have.
