The internet is full of fun free resources regarding HTML and css3 for basics I would head to w3 schools - However they have a lot of outdated stuff your best bet would be a udemy course - I would also like to say as a web developer of 5 years that no course will ever teach you everything courses are there to lay fundamental and web programming for programmers but its when you start searching for answers on stack exchanges and other communities like that that you really learn the more advanced and often multiple ways of performing what you need. w3school is the best website to guide someone in details. from beginner's till experienced take help from there.
HTML, CSS, Bootstrap and etc languages are available on w3chool.

Can't post link yet cuz I am new here, so chech Traversy Media on udemy, also chech his yt channel. Freecodecamp it's free and very good in my opinion.
