I think it is technique where webmaster serve different webpage to a search engine than to a casual visitor. It is black hat technique.

Programmer/html coder can do it. Or you can paste already written code.

For example if you want to hide some content from robots like Google, you may try these advices (http://internetlifeforum.com/html-css-forum/1743-how-hide-link-other-part-webpage-bots-like-googlebot/) or google "hide from google"

I think this works mainly that way that when visitor/bot visits your site, you can get some informations about his web browser and IP and such. Here you can see how much informations website owners can see about you:

So based on that information you can redirect visitors each on different webpage version.
