I tried to install CentOS 7, 64bit on a $4/mo. VPS from ICPH (http://instantcpanelhosting.com/cart.php?gid=4), this is an OpenVZ VPS and has 128MB RAM guaranteed and 256MB RAM is burstable (not guaranteed). Also there is a vSWAP of 256Mb:
