Do webmasters outside US , with low traffic websites, earn enough from their websites alone to cover all their regular expenses or do they do any other kind of work to supplement their income ? If yes, what kind of work do they do?

I think that low traffic blogs and similar sites usually earns low money just to cover hosting and domain costs.
Sometimes one can earn more if he can sell backlinks or banners from the webpage.

If website contains valuable information, many people can visit it and if website targetting good niche like gambling, forex, loans it can earn good money when monetized (affiliate networks, CPA), Mentioned niches yeld good money.

webc: webmasters with low traffc sites usually have main job and webmastering is something that do not make money for a living.
For webmaster to make for the living, they have to provide much more value to the people than just by running small personal or business blog.
For example some people running big forum like digitalpoint.com or some running big usefully written blog like http://lifehacker.com
When they get good amount of regular visitors, advertisers are willing to pay them to show their ads on the site.
I think it is really NOT easy to come with working idea to make money being a webmaster.
