Content is more important than backlinks in SEO. Actually quality contents are important and not the regular contents.

I think doing good linkbuilding while having low quality content may not get good results. Better to focus on content and then do some manual and really ontopic non spammy linkbuilding.

In my opinion both are prominent, But quality content is very important.

Contact and back link both are important steps of website optimization but as per my experience quality and fresh constant given extra exposure for higher ranking rather than back link.
