Often many VPN has a no logging policy, which looks good.
Yet it does not allow them to take any action against people who abuse the service, right?

For example if someone do a web SPAM and provider is not logging who did a request to what webpage, they can not pair their SPAMming IP to a client.

Some IP providers says:

Our IPs are assigned to our customers who work as different corporate entities. The servers are rented in a bare metal manner and we don't have access to any logs to identify the end-user.
IP addresses might be configured as a VPN gateway in our customer network. Usually, VPN providers have no way of tracing the activity of a single user because they do not log any customer activity and the IP addresses are shared by many users.
What we can do is to suspend the IP address for a period of time to discourage the abusive behavior or we can ask our customer to block the traffic towards a specific destination.
