There is any tool for website penalized checker or not, please share some helpful tips ?
ANSWER:
You mean SE (Search Engine) penalization?
I have good experience with Google (https://www.google.com/) Webmaster Tools. You add site and google should tell you if there is problem why they delisted your site.. Also Pagerank drop to pagerank 0 can tell you there is a problem. Then its good to study so called "Google Webmaster Guidelines" (https://support.google.com/webmasters/answer/35769?hl=en) to learn if your site meets it
PS: i dont know any penalization checker tool, but you can add into google search field: site:yoursite.com if it dont output your site, only your site on external sites example, then you are probably penalized by Google
