ANSWER:
Matt Cutts from Google (https://www.google.com/) says only 0,3% of search queries are affected by this Penguin 3.

also he says "also remember, that's ~0.3% of queries affected. % of web results is smaller, since there's usually 10 results for a query."
so i think this is not that fatal update.
