Why someone can't access my site from Philippines ?

I have a hosting site at www.nomanhosting.com
Today one of my guest visitor send me a message that he can't access my site from Philippines . But he can access by using VPN . Currently he download a IP hid software and change his IP address to a US ip address. But he can't still visit my site. Can anybody tell me why this happened with him ?

Hi, does he see any error message? browser probably tells him something..
Then when you have his IP, you can take a look if hosting on whcih your hoting site is running not blocking this IP somewhere in its firewall rules.
