Test the hard drive using HP Hardware Diagnostics in F2.
Reset the defaults in the BIOS.
That is what HP suggests at https://support.hp.com/us-en/document/c01442956

I think that it is good to hit F1 repeatedly, go to BIOS setup, Security tab and turn on/off the Secure boot option. Maybe disable fast boot. These two may do something. Also on Advanced tab / Boot options is UEFI boot order (maybe not related).
Disk should possibly have operating system with UEFI support, MBR only may be issue (some new computer UEFI BIOS does not allow enabling legacy boot).

Try also F1 / Boot menu / Boot from file, that can allow select custom .EFI file created by update-grub; grub-install commands (while Linux OS had EFI FAT32 partition handy/mounted to /boot/efi and grub-efi-amd64 kind of package installed) (https://www.nixcraft.com/t/how-to-turn-legacy-mbr-lvm-encrypted-disk-into-uefi/4117/5)
