If you got this error: "We have not been able to submit your activation request!"
It can be because you are using old version of the Scrapebox. Try redownloading ti from the website.

Example Scrapebox download page can be http://www.scrapebox.com/payment-received

Also the issue can be if your pc firewall is blocking the request from software to SB server.
