Wordpress plugin to detect if submitted article has duplicate parts with google

Hello,
is it possible to create web application (wordpress plugin) which will check parts of submitted article text against search engine like google and return whether there is duplicity anywhere on the internet? If duplicity exist, article is set back to "Concept" state with e-mail message to submitter. Also there should be some rate limiting so google do not ban web server IP for too many queries.

There is one plugin available As per your need..
Try out Trash Duplicate and 301 Redirect WordPress plugin. It is a free WordPress helper plugin that can find duplicate post, pages, custom posts, etc. and delete that duplicates. It also takes care of your old post links and will give you functionality as you can redirect that old posts to the new link via 301 redirect functionality.

i am not looking to find duplicity across my blog, but across the internet, so the major part of the article submitted on my blog will not match to other articles seen at other websites/domains.
