Why they use outlook.com mail?

many people who somehow spam or do some phishing or similar abusive activity use *@outlook.com mail, do you know why?

I think making email account through outlook is easy than other email service provider like gmail, rediff and yahoo mail etc. Because they are asking about phone verification while registering account. Outlook don't ask for phone verification.
