How to make a high quality voice bot?

How to make a voice bot which would call the clients of a small internet shop? Some time ago we had special stuff for that purpose but had to reduce it. Now thinking of a proper replacement. Maybe there are some ready made solutions or maybe you hired a freelancer? Will be glad for any help!

I suppose that cloud solutions are most suitable nowadays! I know several owners of internet shops and all of them don't keep special stuff for calling their clients. It's much more comfortable and cheaper to to delegate these responsibilities to cloud solutions. The only disadvantages are that such bots usually have artificial voices and low speed of speech.
