by "topical" i expect you mean "on topic", because that would make sense if ones domain is linked from a webpage/article that is on similar topic. Maybe google gives more weight to such a backlink, do not know..

topical significance is essentially utilized related to backlinks (approaching connections). Sites that convey comparable content are said to have topical importance. Backlinks from sites that are topically important have more effect on a site's situation in query items than backlinks from locales that are not related.
