Depends on the kind of logo. I just basically draw one out, trace it in a felt pen, scan it, and edit it on gimp using a drawing tablet.

You can easily make these in Gimp and have them custom to your site if you get the measurements of one. I have made them before and it is quite fun.

It is more programming. You can't just adjust the width. Things have to be sorted and spaced for it to be attractive. Most hosts have the option included to set up a mobile option.
